Dial-Up Connection is Grayed Out

This is caused by one of two things. Either a high speed internet service provider has disabled the Remote Access Connection Service or a firewall is preventing it.

Do the following to fix the issue...

Go to control panel (This link will open in a different window)
Double-click on Admin Tools
Click on Services
Locate the Remote Access Connection Services and set it back to manual
Reboot the system.
