There is several possible causes, here is a few

If you get the following error...
HTTP Error 401
401.3 Unauthorized: Unauthorized due to ACL on resource
This error indicates that the credentials passed by the client do not have access to the particular resource on the server. This resource could be either the page or file listed in the address line of the client, or it could be another file on the server that is needed to process the file listed on the address line of the client.
Please make a note of the entire address you were trying to access and then contact the Web server's administrator to verify that you have permission to access the requested resource.
This could be due to the proxy turned on your dial-up connection. To see if your dial-up has the proxy turned on in windows XP do the following...
- Open Internet Explorer
- Click on Tools
- Click on Internet Options
- Click on the Connections Tab
- Highlight your Dial-up Connection under Dial-up and Virtual Private Network Settings
- Click on Settings
- Under proxy server uncheck Use a proxy server for this connection.
This should clear that error message for the page that you have open but the proxy will be turned back on the next time you open the browser, so you will have to do this each time or follow the options below.
NOTE: A program you have on the computer that either accesses the internet or controls the way you connect to the internet may require that to be set. In that situation, you will have to ...
- Contact the company that requires the proxy to be turned on and see if you can change the settings of it so it doesn't require the proxy
- Contact the company that is being prevented access and see if they have a way to work around the proxy
- Disable the proxy when you want to use the program that will not work with the proxy.
- Uninstall the Accelerator from your system
Here is a list of programs that use the proxy settings.
- Bellsouth Accelerator version 3.1 - There may be a work around so it will work without the proxy settings but haven't discovered it yet. (If you have an idea drop me a note.) You can click on it and disable it when you need to.
If you know of another program that requires a proxy let me know.
