If you are having trouble accessing Help and Support, follow the steps listed below. This procedure is for WinXP but may work for WinMe as well.

Save the file helpctr.exe to a floppy or CD. The file is located in the \System32 directory. If you can't find it do a search for it. Click here for instructions on doing a search.
Create a restore point. Click here for instructions.
Once you have the file saved to a floppy or a CD, highlight the helpctr.exe that is in the \System32 directory
Press the Delete key on the keyboard.
Say Yes to the deletion.

This should fix the issue that you are having. If deleting that file causes another issue, you can copy the file you saved back to the System32 folder or use the system restore.
